SolutionAI for provincial administration

AI Provincial Governance Dashboard, one view of the province.

A concept for a provincial AI dashboard. It ranks proposed projects, turns rain and river readings into risk alerts, coordinates 174 sub-district health-promoting hospitals and routes memos to the right desk, with a person deciding at every step.

Sample output from the live demo below. The district grid and readings are invented, and the scores, alert and summary come from the same rules you can try.

The context

A province plans projects, watches the water and runs care close to home.

A PAO decides where public money goes and coordinates services across many sub-districts. The AI opportunity is to bring its separate pictures into one view, so people act earlier and can show why.

Provincial local government

A Provincial Administrative Organization is the province-level local government in Thailand, with an elected council and its own budget for services across the province.

River plains

Suphan Buri lies in Thailand's central plains, and the Tha Chin river runs through the province. Low ground can flood in the wet season and run short of water in the dry season.

Care close to home

Sub-district health-promoting hospitals give primary care close to where people live. In recent years many across Thailand have moved from the Ministry of Public Health to provincial administrations. The scope names 174 facilities.

Many divisions, one organisation

Planning, disaster prevention, public health and administration all pass memos, requests and approvals between them.

General public background. Figures, systems and responsibilities will come from the PAO during discovery.

What is the current issue?

Four scope areas, one shared problem: the picture is scattered.

The issues under each area are working hypotheses to test with the PAO, not findings.

Project value analysis

Costs, benefits and feasibility of proposed projects

  • Proposals arrive in different formats, so comparing them side by side takes manual work.
  • The reasons one project ranks above another are not always written down.
  • Readiness problems, such as surveys, land or permits, surface late.

AI opportunity. One scoring model with adjustable weights, a written reason for every rank, and side-by-side comparison.

See the project analysis screen

Flood and drought monitoring

Environmental data turned into risk views and alerts

  • Rain and water-level readings sit with different sources and are checked one at a time.
  • The same plains can face flooding in one season and water shortage in another.
  • An alert depends on someone noticing a reading in time.

AI opportunity. A risk score per sub-district from rain, water level and soil moisture, with an alert and a suggested action for a person to approve.

See the monitoring screen

174 health-promoting hospitals

Patient groups, home-visit follow-up and service coordination

  • Each facility keeps its own view of patients, visits and capacity.
  • Home visits for elderly and chronic patients are hard to follow across the province.
  • Referrals are arranged by phone, without a shared picture of who has room.

AI opportunity. One searchable view of all facilities, a coverage map, and referral routing that suggests where a case can be seen.

See the health coordination screen

Internal management

Workflow automation and connected administrative systems

  • Memos and requests arrive through many channels and are sorted by hand.
  • Approvals wait in in-trays without a clear due time.
  • Nobody sees which requests are about to run late.

AI opportunity. AI triage of category, urgency and owner that people can override, an approvals queue and a due-time warning.

See the internal management screen

How can AI help?

AI-driven workflows that end with a person's decision.

Each workflow starts from work the PAO already does. Models score and sort, an AI agent drafts the alert, reason or suggestion, and a named person decides.

From a pile of proposals to a ranked, explained shortlist

Planning staff compare proposals on the same factors, and every rank comes with its reasons.

  1. 1 Division

    Submits a proposal

Cost estimate, expected benefit, urgency and readiness, in one shared format.

  2. 2 Scoring model

    Scores each factor

Cost, impact, urgency and readiness are scored, with the weights set by planners.

  3. 3 AI agent

    Explains the ranking

Writes why each project ranks where it does and what would move it up.

  4. 4 Planning committee

    Reviews and adjusts

Changes weights, compares pairs and overrides with a recorded reason.

  5. 5 Outcome

    Shortlist on file

A shortlist with scores, rationale and decisions, ready for budget discussion.

Today

Proposals arrive in different formats and are compared by reading each one, with reasons kept in memory.

With AI

One scoring model with adjustable weights, a written reason for every rank, and a clear record of decisions.

The intelligence layer

One platform under all four scope areas.

The four areas share one data layer and one set of AI services, so each new use builds on what is already there. Data flows up; access rules and the audit log wrap every step.

    • Office workflow
    • Audit log

What would the user see?

The provincial dashboard.

The opening screen brings the four areas together: what is over a threshold, what is close to capacity, what waits for approval, and an assistant that answers in plain words and links to where you can act.

  • Switch the scenario in the top bar
  • Click a suggested question
  • Acknowledge an alert
  • Follow an alert to its screen

Each screen works on its own, with its own controls and logic. Every project, budget, reading, facility record and memo here is synthetic and only illustrates the idea.

PJ-01 Flood gate automation, river zones

68of 100, rank 4 of 8
  • Cost4/10+10
  • Impact9/10+22.5
  • Urgency9/10+22.5
  • Readiness5/10+12.5

Flood gate automation, river zones ranks 4 of 8 with a score of 68 out of 100.

Under the current weights its strongest factor is impact (9/10), which adds 22.5 points. Its weakest is cost (4/10).

Readiness is low, so a survey, design or agreement step is likely before it can go to tender.

Urgency is high: waiting another budget year has a real cost.

It is expensive for what it delivers, so check whether it can be phased.

Note on file: Gate sites still need a survey.

Suggested next stepFinish the design and confirm the sites before scoring again.

Shortlist: empty.

Built for public service

Trust, honesty and what we still need to learn.

A provincial team will ask why a project ranks first, why an alert fired, and who saw a patient's record. The design answers that from the start. The list on the right is what we need from the PAO before a pilot.

This is a prototype

Scores, alerts, suggestions, triage and answers come from fixed rules and templates on this page, not from a production model.

No invented facts

Every project, budget, reading, facility record, case and memo is fictional. Only the count of 174 facilities comes from the stated scope.

The AI suggests, people decide

Nothing is approved, routed or sent until a person has checked it, and every override is kept.

Every score shows its working

If a rank or a risk score cannot be traced to its inputs and weights, it is not shown.
